Link Transit names Don Billen as next CEO

WENATCHEE — Link Transit has selected longtime transit planner Don Billen as the agency’s next chief executive officer, marking the beginning of a leadership transition after the retirement announcement of CEO Nick Covey, who has led the agency for more than three decades.

Billen will officially assume the role June 1, following a national search conducted by Link Transit’s Board of Directors. He joined the agency in May 2025 as planning manager and brings roughly 30 years of experience in transit planning, capital projects and regional transportation coordination.

Before joining Link, Billen held leadership positions at Sound Transit, where he worked on major expansion projects and long-range planning efforts. According to the agency, his approach has emphasized collaboration, employee development and data-driven decision-making.

“The Board is grateful for Nick’s leadership and is excited to welcome Don Billen as our next CEO,” Board Chair Erin McCardle said in a statement. “Don understands the important role transit plays in connecting people to jobs, healthcare, and opportunities. We look forward to working with him to ensure Link Transit continues to meet the evolving needs of our riders and communities.”

As CEO, Billen will oversee the agency’s operations, strategic planning, finances and long-term service development, while serving as Link Transit’s primary liaison with elected officials, partner agencies and the public.

“Over the past year, I’ve had the privilege of working closely with the Link Transit team and learning from employees, guests, and partners throughout the region,” Billen said. “I am grateful for the Board’s confidence and excited to work with an outstanding management and staff team.”

Billen also acknowledged Covey’s tenure with the agency, thanking him for “more than three decades of commitment to Link Transit.”

“The impact of his leadership will be felt for years to come,” Billen said.

Covey, who announced his retirement earlier this year after 32 years with the agency, said he supports the Board’s decision.

“I am deeply grateful for the opportunity to serve Link Transit and the communities we support for more than three decades,” Covey said. “With my retirement coming this June, I am pleased to see a thoughtful transition in leadership and proud to have Don named as my successor.”

Billen said Link Transit’s future priorities will remain focused on improving and expanding service throughout the region.

“I am committed to Link’s mission of providing safe, reliable and efficient transportation services,” he said.
