Invitation to Bid Notice is hereby given that the City of Leavenworth will receive sealed bids either in-person at the City of Leavenworth City Hall Reception Desk (700 US 2, Leavenworth, WA 98826) or by US Mail (PO Box 287, Leavenworth, WA 98826) at 11:00:00am, local time on Wednesday, May 29th, 2024 for the project hereinafter referred to as: Leavenworth Front St Park Restrooms & Stairway Expansion Project 2022-020. At said time all bids will be opened and publicly read aloud. Each bid shall be accompanied by a bid proposal deposit in the form of a cashier’s check or a bond issued on a form acceptable to your surety made payable to the City of Leavenworth for a sum of not less than five percent (5%) of the total bid amount. No bid shall be considered unless accompanied by such bid proposal deposit. Incomplete proposals and proposals received after the time stated above will not be considered. Faxed or emailed responses are not acceptable. The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for construction of the Leavenworth Front St Park Restrooms & Stairway Expansion Project and all related work, all in accordance with the Drawings, Specifications, Project Manual, and Addenda (if any). Specific work includes, but is not limited to, 1,200 SF addition/renovation to an existing public park restroom & stairway. The estimated construction cost for this project is $1,500,000 excluding sales tax. City of Leavenworth will not sell bid packages. City of Leavenworth in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21 Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this invitation, disadvantaged business enterprises as defined in 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Questions regarding this project shall be submitted in writing to the Architect, Jeff Wandasiewicz, via email at wandasiewicz@arcarchitects.com. Bidders will be allowed to view secured portions of the site on Monday, May 13th, 2024, at 11am local time. Though not mandatory, it is highly encouraged that any respective bidders visit the site (public park) prior to submitting a bid. A sign-in sheet(s) will be provided by the Owner and included in the first Addendum. Bidders shall submit questions no later than 5pm local time on Friday, May 24th, 2024. Answers to questions received by this deadline shall be posted in the final addendum no later than Monday, May 27th, 2024. City of Leavenworth reserves the right to reject any and all bids, and to waive any informalities in the bidding, and to make the award to the lowest, responsive, responsible bidder as best serves their interests.
